Why don't governments stop all the illegal content on the web in a similiar way China did?

Who wants all the rape, bestiality, terrorism on the net? Do we want our children to be exposed to it, just because we think that freedom means access to all this crap.

ISP's and web hosting companies should be the main focus here should be targetted by australian government, if they can't clean up their content and make their filters more effective.

This seems like an impossible task in democratic world. It is easier to achieve that type of control and censorship in communist China.
There always be for and against people when it comes to controlling what we think, what we see, and what is censored.
