How can be money made with Gambling sites? Is it via referrals, affiliate programs, advertising space or simply by setting up your own Gambling site?

With the last one, is there any legal issues or requirements? I think this would require some financial backbone to start off.
What about referrals and affiliates? How competetive market is that?
