Usually you just need to enable comments, it will work just like a skype chat, as long as you know how to use skype of course.

Install poll survey scripts
Respond to the posts once a day at a minimum
Any tools that you place on your blog, make sure they are there actively used by you or other moderators

You can use a threaded comment plugin, so that when people comment you can reply to try and build a dialogue with your readers, make your blog more personal.

Allowing commenting on your blog would also help you a lot in getting ideas, suggestion, tips with these stuffs, you can improve your blogging skills and in future it would help you a lot.
